i7 8700k vs i9 9900k vs i7 9700k

Atm the Aorus Z390 boards seem decent, but still not enough into to judge the others so I can't compare it to any other Z390 remotely closely priced (of course pointless to compare $200 board with $600 board).

overkill price + need very strong air cooling or liquid cooler 

i will choose i7 8700k

Just go for the i7 8700 non k. I don't think you ll be overclocking.

Ok, if you want help to decide do this. Edit your post, write your budget as you mentioned above and also write what other parts you will be buying with this budget(i.e. mobo, ram, keyboard, monitor, anything). This way people can help you. Because if for example you're only missing the motherboard i d recommend the 9900k but if you want to build a whole system along with peripherals i might not even recommend the 8700k. Also include what you like to do with your desktop(using any kind of prof software, only gaming, playing at 2160k, streaming, build the new battlefield V ???)

The i7 8700k and 9700k are so close in price that I would purchase the 9700k with a budget like that. Pickup a liquid cooler to go with it in order to keep temps down under heavy load.

also the monitor and peripherals will not count

It does not matter anyway. The diff between those 3 cpus is probably few fps only. I recommend you to get 9700k. Not because its perf is better than 8700k, it's because:

 

- Spectre/Meltdown is fixed on those CPU ( partially or completely) , so performance loss is minimal 

- Soldered IHS so temperature is better.

 

You probably won't notice the fps difference in game anyway, why bother 8700k.

It depends. You want to only game and maybe some light load? if the answer is yes then wait until 9th series is realesed. then buy a i5 8600k delid it or not is your choice. Oc it to 4.8 (i dont see much difference to 5.0) and buy an asrock z370 mobo (fatality k6 would be great) wich will let you oc even the ram like butter. with this build and ram stock 3200mhz i have 5-15 fps lower then my buddy with i7 8700k oc 5.2 and 1080 ti ( i got 1080) and with the money that i saved i bought a really noice air cooler and replaced ALL the stock fans in my case :D (do not go liquid makes no sense)

This isn't entirely true, frankly speaking the 8700K and 9700K are pretty much identical, it is after all the very same architecture, so single thread wise clock for clock it's the same, cache is the same... maybe the 8700K actually edges out a little thanks for the smaller Ring Bus.

 

The extra 2 cores are great but without HT the 8700K has it kinda evens out multi-threading wise.

I have not liked the ASUS boards below the Maximus Hero last gen.So I would go Hero.

I would stay away from Z370 boards and go Z390.

Really, any of the upper tier Z390 boards are good.  You only see variation when you're pushing the limits of OC.

 

Unless you need a specific feature that one has, pick your favorite brand.

Okay, then OC it.  

 

With that cooler, you won't be hitting anywhere near the OC capabilities of an upper tier board, so pick any.   My point is that they only vary when pushing the bounds of OC, not a regular OC that most people go for.  

 

For example most Z370 boards will get the 8700K to 5.0Ghz, a nice comfortable OC.  They vary when trying to be stable at more than that.

9900k is best, but I wouldn't get it for 1080p gaming. Take a 9700k, 8086k, or 8700k, preferably in that order, BASED ON PRICE. Cheapest one gets my vote; all three can easily handle what you will be throwing at it.
