Micro stuttering during game

Hi, I have an issue regards to micro stuttering

 

The game that stutters sometimes is Overwatch. The FPS (frames per second) reached 60 to 70 at low settings at 720p, but when it stutters, the FPS drops to 30 to 40. Is there any way to solve the stuttering everytime I play Overwatch?

Fast Dual channel ram would help a lot when you don't plan to get a gpu soon. 

Do you have vsync on or off? Turn it off.
