Basically, i want to host some videos behind a VPN that anyone typing my VPN IP can view the video.

Obviously this requires my VPN to have a static IP, in which my VPN, Express VPN, does not offer, but my thought was if i set up my VPN on my NETGEAR R9000 X10 router, my VPN IP address will remain the same as long as I don't reboot it???

If so, let's say my VPN IP is 99.99.99 and after I set up the server video hosting part, anyone that types in 99.99.99:port no?/whatever-the-link-is/ will be able to view my video??

I am kind of a n00b at networking and such so bear with me.

Setting up a VPN on your router will create a private subnet for client devices for which it will do network address translation.

So you'll have to make sure that the video server gets a static address in that subnet and then set up port forwarding from port 80 (presumably) on the router's public address to the same port on the video server.
