If you can afford an 1070, go for it.

If you can afford the 1070 then get it, its a better card. But I would get an RX 580 over a GTX 1060.

Exactly, since RX580 and GTX 1060 perform about the same.(Depends on the game/program)

No it can not. Even the 1080ti struggles in games to hit 60 fps at 4k ultra.

between a 1060 and a 580 a 580 usually does 4K better and a 1070 does it even better than those two, but as Brooksie said even a 1080ti has trouble with 4K ultra. You will need a top tier card if you want 4K ultra. 4K medium to low is more in the budget you're looking at unless you get a used 1080ti then high and maybe ultra at times.
