as for cooling(closed loop) and case I can get them from my bro used I got mouse and key bored and a cheap 4k tv  ...I guess I also need win 10 
(although there might be the temptation of just pulling the 500gb ssd from my m4800 laptop and using that as a boot with windows already on it if it will let me  )
I dont know if the mother bored will work with this new i9... lol I just looked up best gamer pc for 1500$ and swapped out a few things i wanted instead ..This is super lazy of me but after stressing so hard about this its nice to finely have some sort of plan to work with. 
I got time still till xmass... maybe prices may drop and I am always up to use used stuff as well if I see it out there ..any way if there is some glaring error or anyone has a suggestion I need the help so thank you ahead of time for even reading this

The i9 is overkill for most games. I think he should go for an i7 too.

hmm ditching the i9 is not out of the question I really dont like what Intel is doing with it ..but this comp is going have to last which is why i wanted to future proof it as much as possible ...but a 1080ti or even a rtx 2070 is super tempting

Yeah but think about it this way - the i7 4790k is perfectly fine for most games nowadays as long as you pair it with the right GPU. That CPU is from about 2013-2014.

You're better off getting a 9700K with a 1080 ti, it'll be more "futureproof" than a 9900K + 1080. Your motherboard is also pretty bad, you wont be able to overclock a 9700K/9900K on it. The PSU could also do with some love, I would aim for a golf efficiency.

pretty sure he means a 3rd party card, like an msi 1080ti or asus strix 1080ti. I could be wrong but I'm also pretty sure a reference card is a founders edition.

 

Also, I think if you want to save some money you'll probably be mine with a 3000mhz kit of 16gb ram. Ryzen benefits more from faster ram than intel does. Another note, though I won't steer you towards or away from it since I don't know much about it, if you do a lower clocked ram I know that overclocking ram is a thing. If you consider it make sure to look into it.

 

Last, like FPS God said, wait for the actual i7-9700k benchmarks since they haven't been released yet. I remember that the i7 9700k's paper specs that intel provided make it worse than the 8700k. I know it makes me more curious to why intel would make the 9700k's specs worse than last gen. Maybe they just don't care since this is a coffee lake refresh, or they have a trick up their sleeve.

The M12 is old and missing protections, get an EVGA G2 or Corsair RMx/TXM for instead.
