If you can get a freesync monitor get the rx580, if you use a generic or a gsync monitor get the gtx 1060.

i will use my samsung tv 60hz 
and 580 8g is exactly same price as 1060 6 gb both msi

If you dont plan on getting a proper monitor it is your pick.
