Gpu not being idealized

I have a i5 8400 and a rx470. When I play minecraft I get about 30 fps. I go to task manager and my CPU is the only thing getting used. Anyone have a idea on how to get my gpu to kick in and get me some more fps?

Do you have your monitor plugged into your motherboard?

No I have a display port in my gpu
