I ran a few benches on 3D Mark free version I got scored of GPU 11,300 which is higher than reviews on RTX 2080 Reference model my results say my GPU clock at 1950 and memory at 7000 I tought the max overclock was 1905? I don’t have any overclock GPU software installed. Is it nomarl to overclock itself this high?

It's one of the new features of the RTX cards, it's not 'normal' it sounds like you won the Silicon Lottery for your GPU, and it ramped it up until it was stable, and you are just lucky to have an OP GPU. I could be wrong of course without other statistics such as voltage, heat, fan RPMs, et cetera, it's difficult to know if it's actually just being adjusted to where it's stable, or if it's some sort of glitch, but I doubt it's a glitch, the latest technology on these cards seems to have enough built in redundancy to prevent that sort of error.

Unlikely, boost stability is pretty solid guestimation at overclocking ability on these cards. My card boosted to around 1925 on its own, and 2075 is where I boost after bumping my OC to its max stability. 

 

Download EVGA Precision x1 and run the scanner to see what clock rating it gives you to plug in. Try that and go from there. Memory is where these guys are stupid powerful. Mine can hold at +2100mhz overclock, while my friends I overclocked (mine is reference, his is gigabyte windforce) hits +1700 but only +100 on clocks.
