The Hyper 103 would barely be enough at stock settings and wouldn't be good for oc'ing. If you want to oc, I'd suggest getting a better cooler.

If you want 240mm AIO, you are paying for looks over anything else. You can get pretty much any dual-tower air cooler for €50 less.

The H115i RGB performs better than the Mugen 5 Rev. B but not so much better that it warrants a price that's almost 3x higher. Unless you really need the slightly higher oc for bragging rights, I'd suggest putting the extra money towards a future graphics card upgrade instead where the difference in performance would be noticeable.
