this card is a faunders pcb ? 

 

and also, how can i know the power limits (in%) of every card ? im loking for card to oc and i remember last gen the strix was 150% while the stock was 120% power limit

that's a basic entry level card so yes i would assume it has the minimum specs...AORUS which is gigabyte's higher end cards will be released soon:

EDIT: well looking at the gigabyte page it looks like it would have a 13+3 power phase design on it so maybe it is build better than the FE cards. not sure anymore.
