Are you able to clamp it down and reshape it? Seems like less hassle than sanding and repainting.

I think the gaps are too big, I’m just gonna go with sanding because it’s only a few mm to remove and I don’t mind the work

Planing would get you quick result, but that's assuming you or someone you know has the tool to do so. You can get a cheap planer for like $40.
You can certainly do it with with a sanding machine/belt sander, it will just create a ton of wood dust, so make sure to do it outside.
If you're planning to do it by hand... well... RIP arms.

Since it's just rough lumber your best bet is to just belt sand or use a hand plane to shave off the bulk of the material and repaint it, If you want to get a nice table top material I would suggest to get a section of melamine counter top.
