intel optatne 32gb should i buy?

should i get the intel optane i have windows on my hdd i heard it makes a hdd faster then a ssd is this true? instead of buying a m2 ssd and resetting my pc is this easier? its also cheaper

Intel Optane is a waste of money, buy a "real" SSD instead. What's your max budget?

i was going to get a m2 970 500gb for 150 or the intel optane for 50 considering tech tubers say it speeds your hdd like crazy

M.2 is a form factor, it doesn't specify minimum speeds. You don't need a PCIe SSD like a Samsung 970 EVO/PRO unless you're using the SSD as a scratch disk or something. SATA SSDs are plenty fast for 99% of people.

Don't get either of those. Get a SATA based SSD like a 500GB Crucial MX500 or WD Blue SSD for $90.

the difference between nvme drives and sata for desktop workloads is tiny, like less than 5% difference most of the time. Boot times are often the same as nvme drives take longer due to pcie init time.

but also for hdd speeds considering i have most my programs and windows on it id rather just do the intel optane instead of reinstalling every program on my pc i have a 480 pny ssd with my games on but thats it

You're doing it backwards. You should have programs and OS on the SSD and games on the HDD.
