I posted it on floatplane, but to get maximum ipsec throughput you need to use hardcore network cards. The aquantia nics are fine for workstations because they are cheap but they lack the processing power to do things like ipsec offload.

 

Check out Chelsio network cards based on the T5 or T6 hardware which can do full ipsec offload and allow for very efficient throughput

Adding something in a T6225-CR or T520-CR to the pfsense box should allow you to maximize performance
