Suggestions for AutoCAD/Inventor Usage

I've been asked to help a friend of mine build a computer for him for school.  He's going into Mechanical Engineering and he primarily uses AutoCAD and Inventor(?).  I've never really done much 3D modeling (outside of school) and I was wondering how I can optimize the build for him.  He doesn't do much demanding gaming (League of Legends, Starcraft 2, etc).  The budget is about $1000 (USD).  He needs everything including a monitor, keyboard, mouse, and he also wants Windows 8.1.  I can very easily create a parts list for the build but I just need to know how I should optimize the build for his needs.  Do his needs justify more cores, more GPU horsepower, Cuda vs OpenGL, etc.  Any tips would be much appreciated!

Both AMD and nVidia support OpenGL.
