Do you have the right drivers installed?

 

Specs: CPU: AMD Ryzen R7 3700X @4.4Ghz, GPU: Gigabyte RX 5700 XT, RAM: 32 GB (2x 8GB Trident Z Royal + 2x 8GB TForce Vulkan Z) @3000Mhz, Motherboard: ASRock B550m Steel Legend, Storage: 1x WD Black 1Tb NVMe (boot) + 1x Samsung 860 QVO 1Tb SSD (storage), Case: Thermaltake Core V21, Cooler: Noctua NH-D15

Throw some more system specs, like CPU etc.

 

Monitor plugged to the card or the mobo?

 

Is this the only game where you see extremely low fps?

Through Geforce Experience? that might actually be your issue, GE does a crappy work deleting the old left overs, at some point if you update it too often you may run into issues.

 

Might wanna try DDU in safe mode and reinstall the drivers fresh new, try running the card at stock settings also and make sure you don't have stuff like DSR going on.

In rainbow six seige I get around the same fps, my CPU is an 6th gen i3.

Make sure the display cable to the motherboard is plugged in to the graphics card and not the motherboard.

 

Where did you buy your GTX960 from? Was it eBay? Do you have any photos of the card?

Have you checked the back of the case to see where the monitor is plugged in?

Make sure the cable is plugged in to the Graphics Card display outputs. If you're unsure refer to this image, and if you're still unsure then you can take a photo of how it is plugged in at the back of the case and upload it and we can help check if it is plugged in correctly.

Okay yeah, on that machine it only has a soldered GPU and only the one HDMI OUT port. Labelled here in this image as 3.

Download Display Driver Uninstaller and run the program in safe mode to fully remove any existing display drivers that may be broken

Then go to the Nvidia driver website and select your Nvidia GTX 960 from the drop down boxes and select the OS version on the machine and download the driver installer package

Run the installer for the display drivers from Nvidia and it will install the latest display drivers for your system.

That didn’t work, it runs like 10 FPS now

Make sure DSR is disabled in the Nvidia control panel.


Right click on the desktop and open NVIDIA Control Panel and then select "Manage 3D Settings" and scroll down to find an option for "DSR - Factors" and ensure it is set to OFF.
Also, go to the Change Resolution settings and make sure the resolution is set to its native resolution which will be marked with "(Native)" showing next to the resolution option.

Edit: Just to confirm, what is the native resolution and what resolution are you running at? 1920x1080?
