Phones and 7nm

I know a phone processor is VERY different than a desktop or server grade one but why can companies like Apple and Hauwei design a 7nm chip, which I suspect might be the whole 10nm actually thing, and then TSMC or whoever produces it yet intel is struggling a lot with getting to 10nm.

Just keeping this here as a because Intel's fab suck at 10nm, but TSMC (and likely Samsung) arent on 7nm. Huawei, Apple, AMD whatever can design 7nm CPUs because they can outsource them, while Intel doesnt do this for some reason

It's different design libraries.  Phone CPUs are designed with low power and not high performance libraries, so for whatever reason (I don't know off top of head) that's easier to fab.

 

Also "7nm" is probably not really 7nm.  TSMC inflates their numbers really bad and does all sorts of tricks like "well one small section is kinda 10nm rounded down to 7nm and the rest of the chip is 16nm".
