I knew about this issue for a while but it didn't bother me that much. When I power on my PC, I immediately  get 3 short beeps (Motherboard error), then PC shuts down and powers on in a couple of seconds with normal post. But this morning it went into loop 3 times before posting with same 3 short beeps signal.

 

This problem only occurs on "cold start" after PC was off for hours. If I restart it during work, or shut it down and back on, it posts as normal without any issues.

 

So what could it be? Bad RAM? CMOS Battery? Or I need a new board? I did try re-setting RAM/GPU/CPU. Haven't tried messing with CMOS, if I clear it or replace battery, my bios settings like fan curves, RAM LPX mode, time etc will reset right?

Could be ram, try resetting cmos. 

 

Like you said, it will return all values to stock in the bios.
