Max boost

I keep on seeing on amd and Intel cpu s that it has a max boost clock

like on the ryzen 5 1600 it says it has a max boost clock of 3.6ghz if I go over said max boost

will it damage my cpu

is it safe to go over 

what will happen and what are the restrictions i will encounter if I go over

You can go over, but if you go too far you'll overheat and introduce isntability. As with any overclocking, it's all about a combination of higher clock AND stability.

The boost clock is the officially supported/integrated clock boost (overclock in a sense). assuming something isn't forcefully limiting this (thermals, clock boost disabled, ETC) your processor has the potential to run at this frequency when under load.

To manually overclock, you're going to need an unlocked chip, one that support modifying the clock speed. Overclocking beyond listed speeds carries the risk of irreversibly damaging your hardware, as well as software instability, but can be done relatively safely so long as you gather an understanding of what you're doing first. (I.E. Google  overclock (insert processor here) guide, watch a few videos, read a few written guides)

You can go further than the boost clock. It's called Overclocking. It won't void your warranty. It just puts more wear on the CPU.

You can easily overclock Ryzen CPU's. (all of Ryzen CPU's are unlocked) BTW, it's the high voltage that can damage/reduce the life span of your CPU, not the Frequency (GHz) it is running at.
