Text Based Organiser

I am looking for a program that will allow me to enter a piece of information then tag it with for example; genre, type, associated folder etc. For keeping track of things like folder or game structures.  Does anyone know of a program like this?                                                      

 

The GUI would look something like a music player where you could select artist or genre, only be text based instead.

Sounds like you either want database, or plain sheet. Unless you be more specific, I can't help further. For musics, pictures and video files there are specialized software for handling collection.
