Budget/Country?

If you want a new PC your best and probably only option is going to be an R3 2200G which should be able to stream using ReLive

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

I personally suggest you buy a complete used rig then. With a bit of luck and care, it will be much better than anything you would buy new at that pricepoint

AMD's GPU accelerated streaming in their drivers, like Shadowplay.

Get 16GBs of RAM over the R5 2400, so that it never needs replacing, you can drop an 8 core CPU into the PC in the future

If you don't need much storage grab a 240GB SSD over a 1TB hard drive.

Need fastest RAM you can get for a decent price with an APU.

Just research if anyone has actually tested streaming with ReLive from an APU, but it should be doable I would think if it can do recording.
