Even though this system handled Far Cry 5 like a champ, I was disappointed with its performance with GTA V, I installed the latest bios, firmwares, drivers, XMP, and still couldn't get the result I was looking for so I guess as much can be done from the software end, but looking at my system I am scratching my head and not sure whether I should wait until the next gen to come out and get the 2080 and risk bottlenecked by CPU or take advantage of next gen launch and get 2nd hand 1080ti on the cheap or SLI my gpu?

GTA 5 should run brilliantly on that setup. Your upgrade path isn't too brilliant, you can only upgrade to a 6th gen i7 or any of the 7th gen CPUs. 8th gen intel CPUs run on the same socket but the pinout is different so to upgrade to an 8th gen CPU you'd need a new Z/H/B 1151 board.

if you're willing to mod the BIOS, you can get Z170 boards to work with coffeelake CPUs.

I suppose your graphics card (GTX 980) to be the limiting factor on a 1440p monitor, though I can guarantee you wont go past 120fps avg frame rate in GTA 5 regardless of graphics card because the CPU can only go that far, even with aggressive overclocking without extreme measures.

 

I'd suggest getting a used 1080ti after 2080's launch. There will certainly be rich people selling their old cards for the new ones, though make sure you avoid the unreasonable ones, e.g. prices similar or higher than one that's brand new. The CPU will still limit frame rates, but at least it will be smooth at 1440p. You can even crank the eye candies up.
