Hello, I got an GTX 1070 Ti Palit Dual fan and the max temperature it gets to is 83 C. Should I be worried?

That's a little high, but not worrying whatsoever. Does it have good airflow or is it choked?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

A bit hot but acceptable. You could try cleaning it if it hasn't been cleaned in 6 or more months. Otherwise a slightly more aggressive fan curve would probably help. Sometimes VBIOS updates can help but that's more of a last resort.

Maximum I saw while running aida64 for an hour was 61 C.

My msi afterburner says that it boosts to 1835 max,
