Is graphics card useless with computer case?

No, in fact it might be better in that case than many others considering how unconstrained the case is.

   Is a blower style graphics card totally useless in a case like this: https://www.newegg.com/global/uk/Product/Product.aspx?item=N82E16811133330 ?

It's not useless, it's gonna be about the same as a standard GPU cooler. It's really just about the looks at this point...

You are asking the wrong question.

If you ask if it makes sense, then the answer is no, because the axial faned Graphics cards cool often (not always) better than a single blower one and/or stay quieter if you have some decent airflow...

 

While the Blower or Radial Fan graphics cards are usually pretty loud because of the high preassure but low airflow fan. 

 

So yeah, its kinda useless and more for smaller cases with shittier airflow....

Compare Geforce whatever Founders Edition Reviews with normal 3rd Party Retail models, look at the noise and temperatures.

The Blower cards are usually louder and also hotter than normal cards with axial fan.

 

The worst example (or the best), is probably the Radeon R9-290X, wich you might or might not remember. While the 3rd party models are fine, the stock is RATHER LOUD....

I actually have a gigabyte 1080ti turbo, not founders edition. And I have the card already, the reason I have a blower style is that I might have to get another card for my own perposes in which case blower style card are kind of better because the don’t circulate the hot air around into the other card but blow it out of the case, however I am still deciding on my case and I feel like buying such a case would mean that with a non blower card the hot will still exit the case pretty quickly so blower style is useless.
