A CPU upgrade to either an i7 6700 or i7 7700 is all you need on that front, I'd also get that PSU swapped out for something a bit better.

My budget isn't huge, and I don't know which to buy first out of a new CPU, GPU or monitor (I have a 1080p 60hz monitor right now). I've searched around and found a few things that could be good. I know it's a bad platform and pointless CPU but I know a place to get a 7640X for really cheap, but x299 boards are a lot so maybe not. seen a few 5960Xs for pretty cheap but the x99 boards are kinda the same and ryzen performs fairly similarly. 

 

Anyone got ideas?

For the GPU, if you can find a good deal on a used or refurbished one, would be a good idea to use for your current system. I would recommend getting the CPU swapped for something a bit more high performance in general although I would look for something comparable with your current platform as changing platforms would bring the cost a lot higher (replacing possibly the RAM and the motherboard). Youe current card should work well if your graphics usage is not too demanding. One thing that I would focus on is the cooler that your are using for the CPU which should lower the noise of your system. What cooler are you currently using and is it removed of any dust?

If you feel like you need the GPU upgrade then go ahead but a CPU upgrade on the same platform makes much more sense for you, personally I think anyway.

How does CPU, ram and flash storage run loud lol idk why those were listed if sound is an issue.

 

Get a CPU cooler from Noctua/Be Quiet, PSU that runs fanless on light loads and maybe an HDD silencer enclosure if that is making noise. Contrary to popular belief, a silent orientated case doesn't promise a quiet experience. It's all based on your fan selection and speed. Even a Fractal Define case can be loud if you're running everything max rpm.
