Why is ubuntu so slow

Did you install the proprietary NVIDIA-drivers?

I'm guessing you're using a 60hz monitor, or greater.

Go to settings>details>about and check what video card it says there; the 980 or the igpu

Try updating the drivers, an out of date driver can/might affect performance

Did you check the Driver Manager?  NVIDIA GPU on Ubuntu, by default, will use the open source Nouveau drivers.

i've just installed Linux Mint 18.3 (i don't like ubuntu 18.04 as a base) on my system (specs in signature) but i don't have any of the problem's you are describing.

i've got the nvidia 384 driver installed, and i'm running kernel 4.15.0-29... what kernel are you using?

to check that, open a terminal and type: uname -r

yeah... ubuntu gnome desktop is quite sluggish. You may want to try cinamon or xfce desktop.

I kept my gnome desktop tho because it is more elegant and feature-rich and performance is ok enough for me.
