Only the +5VSB will be live and if they short that to ground or another rail, the SCP (assuming it's not a complete garbage PSU and it actually has SCP) will trip the PSU off.

The highest voltage rail in a working PSU is 12V. With the body's 100kOhm resistance, it's not very deadly. I'm pretty sure. That'll be ~0,012mA?
