I would drop down to a Ryzen 1600 and push for 16Gb of RAM. You're not gonna get very far with VR on just 8Gb.

£800 exactly

PCPartPicker part list: https://uk.pcpartpicker.com/list/M9mK29
Price breakdown by merchant: https://uk.pcpartpicker.com/list/M9mK29/by_merchant/

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor  (£131.94 @ Aria PC) - The 1600 and 1700 perform about the same in gaming/VR so no point spending the extra
Motherboard: Asus - STRIX B350-F GAMING ATX AM4 Motherboard  (£95.20 @ Aria PC) - Best B350 motherboard
Memory: Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-2400 Memory  (£136.80 @ Aria PC) - You really do need 16GB of RAM for intensive workloads like VR and I was just able to squeeze it in
Storage: Crucial - MX500 250GB 2.5" Solid State Drive  (£52.74 @ Aria PC) - Got a good 250GB SSD in here, this'll last a good while in terms of space and be much faster than the shitty A400
Storage: Seagate - Barracuda 2TB 3.5" 7200RPM Internal Hard Drive  (£51.59 @ Aria PC) - good choice
Video Card: XFX - Radeon RX 580 8GB GTS Black Core Edition Video Card  (£232.10 @ Amazon UK) - RX 580 slightly outperforms the GTX 1060 and a good cooler allows for better overclocking
Case: Phanteks - Eclipse P300 Tempered Glass (Black) ATX Mid Tower Case  (£47.94 @ Aria PC) - Best budget case
Power Supply: Cooler Master - MasterWatt 550W 80+ Bronze Certified Semi-Modular ATX Power Supply  (£52.23 @ Amazon UK) - Dropped down a tier of PSU but it's still a good unit that'll provide enough watts and fine overclocking
Total: £800.54
Prices include shipping, taxes, and discounts when available

Ryzen does better with dual channel memory, i.e. two sticks. It also does better with higher speed memory.

A larger ssd would be good.

There is usually no need to buy thermal compound. CPU coolers come with compound.

80+ ratings certify electrical efficiency. Not quality.
