This will go nowhere good...

 

I'm going to put forth that they're two different beasts. Consoles are generally for people who just want to play games casually, and want something for their living room that can also double as a media hub. A PC is useful in that it can do more than just game or stream media. You can upgrade it, so it has more future use if you want to get better performance.

 

Really, I'd just pick what your friends play on and get that.

Honestly, there's so much to take into account from either side that the argument is hard to make objectively from one specific subset of arguments, if you get where I'm going at.

The PC is probably an R3 2200G + RX 570, which would be comparable

 

except the PC actually has games to play.
