Windows 8.1 and 10

I'm build a brand new 2200G ryzen system I'm wondering which is better foe the lower core system. 

I'll probably be running 1 16gb ram and a 240gb ssd

Well officially & technically ryzen only supports windows 10

So, if you can find a way to run it with windows 8, try it.

Windows 8.1 would probably use less resources, but I would stick to Windows 10 for fresh off the chopping board security updates.

iirc anything that's not Windows 10 (or Linux) will throw an ACPI error during install making it impossible to boot, so yeah, W10 is required. That's something odd and specific to Raven Ridge.

W 10 isn't resouce hungry to eat a 16 gb ram and a r3 2200g,so go for it.
