PC keeps powering on and off repeatedly

https://pcpartpicker.com/list/XLRyV6 , I have recently installed all parts in this list but every time I press the power button it gets stuck in a loop of powering on and off, (as indicated by the fans and LEDs) Here is a link to a video of the issue 

( Note the GPU is a 750 ti and is completely functional, it is just installed as I was testing to see if it would help post. Also all plugged In fans are functioning.) 

So far I have reset the bios by removing the on board battery for 10 mins and have tried all 4 ram slots, none of this has fixed the problem. Any help is appreciated

this vid is way too dark to see enough detail, but put the ram in a different configuration. I find this is my most common boot loop issue.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

I have tried all 4 slots and all seem to have the same issue. This seems to be pointing twards a ram issue.

Power supply was in my last build so I think it's fine.
