Make sure there's nothing touching the fan blades inside the power supply  (the plastic foil under the fan, wires under the fan etc)

It's repetitive enough that it makes me think something scratches against the fan blades, or that the fan has issues running.

Some PSUs like GPUs experience coil whine but this isn't a coil whine I've ever heard. I'd like to blame the fan but I'm not sure old fans would make that noise. Is it full of dust?

Why did you remove the bobblehead, btw? I always look for it and now it's just a big green blob with a J in the middle!
