How old is the wire? That was for token ring networks many years ago, lol. It's rated for 4Mbps.

Just get some Cat5e or Cat6 cable and you'll be fine, Cat7 won't do anything special.

Good you got a stanardish modem. Have you tried connecting directly to the modem, with out a router and verified speeds? If you get those speeds with just the modem, then its possible you have interference or a signal issue on the cable line. You got 8 down stream channel and 4 upstream channels that modem can connect to. If you have interference or bad single multiple channels might not be connected, resulting in slower speeds. 

 

You can try going to 192.168.1.100 and verify the signals yourself, though some providers lock this out. https://www.dslreports.com/faq/16085 this page on DSL reports should help with making sure the signal is ok. Dont mind the fact it says Comcast on the page, cable internet works the same basically every where. OH you want to make sure your signals not with in 3db's of out of spec. Your signal can increase as much as 3db's due to the temperature outside. So you might be just in spec, but as the hot weather sets in it pushes you out of spec. 

 

If you do have poor signals there are a few troubleshooting steps you can do to narrow them down, unless you want to call your ISP. Generally most people will tell you to connect your modem to the line coming directly from your ISP, and check the signals. If the signals are not in spec then its an issue with the ISP's wiring out side. If the signals are in spec then its an issue with your indoor wiring. I know that Comcast my ISP will not fix indoor wiring for free. Some times its as simple as a loose connection, or a bad connector. OR it could be old wiring. 

 

Your ISP runs a direct fourm off of DSLreports.com (https://www.dslreports.com/forum/cogecodirect). It can tell you with my ISP, this is where you go to get shit fixed. If you are able to see your modem stats, you should be able to post them there if they are out of spec and they might be able to help you better. As least the tech coming out will know where to start.
