I wanted to ask just a little small thing,

 

when I get my new components, I want to follow the advice of first building it outside of the case to see if it actually runs and sees everything in BIOS properly, now the question is, for that small little while, is it just fine to not put thermal paste between the CPU and the cooler? I mean obviously it won't make proper contact so it will heat up a lot, but it should not overheat immediately in such a low power consumption mode with the cooling being attached even with not paste right?

If all your doing is a check in bios then you should be fine to leave the cooler off. But it should be a quick as possible...like "Yep MOBO and CPU are ok, GPU is working, RAM and SSD detected, ok off".

 

Don't try and troubleshoot, for that you will need more time and then I would suggest installing the cooler.
