So this is a werid problem that I could really use some help on. This will be a long story, fair warning. So this started when I decided to build a secondary system out of spare parts I have. The CPU is a i7 4770. I couldn't get the thing to boot so I took it to microcenter. It turned out the MB had short circuited. They thought the processor might also be bad bit they weren't sure. My build at home uses the same socket so I decided to take out my 4790k and put in the 4770 to test it. It worked. I put my 4790k back in and the PC would start up but no display and it would eventually restart. So them I put the 4770 back in and it started up just fine. I am thinking I should update my BIOS because I haven't done that in a long time. I just don't know what's wrong. I also thought there might be a small amount of static electricity in the CPU because I have to walk across carpet to get from where my spare parts are back to my PC but I did this with both CPUs. I can't take the 4770 out now because its too hot. I have an AIO cooler that is a pain to take on and off so I hadn't put it on to test the 4770. I have no idea as to why my 4790k, which was fine 30 minutes ago, isn't working. Should I just take it to microcenter center in the morning or any ideas? Please help. I really would like for this 4790k to work because it is the best processor I own.

reset CMOS after taking the 4770 out but before putting the 4790k in.

Clear cmos from your motherboard , check on google how to do with your model

If it has worked before without issue, then updating the BIOS likely won't help. As others have mentioned, clear the CMOS.

Never run a CPU without a cooler. Did you clean off and reapply the thermal paste to the heatsink and CPU when you reinstalled the 4790k?

I didnt reapply thermal paste, I will be sure to do that

That is why your CPU is not working properly and is shutting down. It is getting too hot and shutting down to prevent it from being damaged.

If you remove the cooler from the CPU, you need to clean off the old thermal paste and reapply fresh paste.

Clean off the old paste with some Isopropyl alcohol (rubbing alcohol) if you have it and some paper towels.
Once both surfaces on the CPU and the cooler are clean and shiny, apply a small pea sized blob of thermal paste to the middle of the CPU. Press the cooler down on to it and screw it in to place.
