How many times could I charge a 2016 MacBook Pro 15 inch Touch Bar with a 20800 mah Powerbank?

Slightly more than once.

Mophies claim it provides 15 hours more, but then the Macbook Pro is advertised for all day 12 hour battery life. Make some assumptions and I'd say a bit more than once.

@Devvie

Assuming your battery is completely optimal, and assuming your battery pack is not lying about it's capacity, and assuming you don't use the machine while charging... you'll get just around 3 charges from that bank.

The late 2016 retina mbp has a "design capacity" battery of 6670mAh. My own one shipped with a battery with slightly higher capacity, roughly 6720. This is obviously a lot of assumptions, but if everything is optimal that's what you can expect.
