980 ti underused

So I recently went from a GTX 1060 but I found a 980 ti for a pretty good deal and I knew the 980 ti was better than a 1060 so I got it, but in some games the GPU is like hovering anywhere from like 50%-90% usage. I have a 144hz 1080p monitor so I play on about medium/low sometimes highish settings just so I can get that 144fps all the time but with the random fluctuations in GPU usage it doesn't always stay above 144fps even when it easily could. I have a Ryzen 7 1700 at 3.85GHZ, could that be a bottleneck of high framerates or something? Because when I max out the settings in a graphically intensive game then the GPU stays at a higher usage, it only fluctuates so much when I'm lowering the settings trying to get the 144fps constant

what RAM do you have? Ryzen doesnt do that well in high frame rates, so good RAM is nearly mandatory to keep the frame rates high.

Ram & Cpu shoud not be that big of a bottleneck for that card & it seems like the card is functioning fine if it can handle heavy loads.

 

I would suggest trying a slight overclock on the 980 Ti.   Just manually set the core clock to the stock core clock speed from the manufacturer so it does not throttle itself when there isn't as much load as it would when its stock  etc... 

 

Another thing I just thought about is to check if there is any power saving modes enabled or efficiency options that are throttling the card constantly.

 

Just as you would with a CPU when you leave them as is (stock) they fluctuate to save power, heat etc.. for example with my Ryzen 5 1600 base clock is 3.2 ghz boost clocks up to 3.6ghz stock.. but when you overclock all cores stay at 3.7 3.8 etc.

I've taken apart the GPU and replaced the thermal paste, and the CPU has had it's thermal paste replaced several times before none of which was any longer than 2 months ago. The GPU hovers around the low-mid 80s in temps when it's actually under load

Btw, try overclock the graphics card's VRAM. Some games rely on memory frequency a lot for some reason.
