i've seen some lucky sonofaguns who get to use 1 ssd for os only then use a separate one for games and programs, and then mechanical for some mass storage raid array. If I ever am able to do this in the future, is there a way to set up the ssd so it ONLY gets the OS by default  and programs automatically take all programs without me going and selecting the right drive every time i install something?

Not that I know of. Programs, by default, go to the C (boot) drive. But if you install something like Steam on the data drive, then it (steam/windows) will remember where it was installed, so you don't have to tell Steam again where to put new games.

You might have luck using symbolic links although Microsoft would consider you “off the reservation” if anything went wrong.  Your problem reminded me of something I wrestled with for user profile folders I was trying to put onto a network location a while back

That's cool, but that's a little far, and more work than just telling it where to install stuff.
