PUBG Sanhok why can't I activate?

I have bought the Sanhok event pass as it looks fun, but I dont know why, my Steam account wont let me activate it, it keeps saying I should first activate the original game?

Ehh, I have been playing PUBG for many months, so why can I activate this?

 

I know its not a very expensive DLC and could easily just re-buy it, but still, I already have a code, it just don't work for some reason.

 

Bought the Sanhok code off Green Man Gaming and I dont remember where I bought PUBG from in the beginning.

Just want to make sure that you know you can play Sanhok without the even pass, right?  The event pass is just missions that unlock skins.  So basically you're just paying for a half baked progression system.
