Thats fine... GPU usage at 100% and less than 100% usage with VRAM is fine. Means the game doesnt require all the VRAM you have available.

If something uses all your vram then that is a problem and you will have horrible lag spikes.

Your games will be stuttering badly if your rig has to utilize all 100% of your VRAM.

Maybe your game doesnt need more than 1gb at your settings.
