Thats fine... GPU usage at 100% and less than 100% usage with VRAM is fine. Means the game doesnt require all the VRAM you have available.

You're good. Games will require differing amounts of vRAM depending on the number of textures loaded, the resolution of said textures, etc.

Different 3D applications use different amounts of vRram. If your vRam is at 100%, then you have a bottleneck. If it isn't 100%, your good.

Your games will be stuttering badly if your rig has to utilize all 100% of your VRAM.

Maybe your game doesnt need more than 1gb at your settings.
