So I need more help. I just finished my computer and I am trying to download windows on it. I downloaded the iso file on my Mac but I can't seem to be able to move the file to my USB. It says that the file can't be copied because of the format. I just want to finish my computer

Use the Windows 10 Media Creation tool to format and put Windows onto the USB so it can be booted and installed.

Just putting the ISO onto a USB won't let you boot from it unless you burn the ISO to the USB directly.

Ah, right, you're on a Mac. Completely glossed over that since the installer is an exe file.

Try this:

So somehow the graphics card I have has windows on it. There is an account and the previous owner is sending me his password. Do you know how to clear everything? I don't want to delete system 32

That doesn't make any sense. GPUs don't have OS. You install OS on drive, either HDD or SSD. If there's any previous account, ignore it. It's probably for GeForce Experience or AMD equivalent or something similar. Not needed for OS. You don't even need MS account to install and use Windows.

If you want to do clean install, format target drive with Windows installer.

but the thing is is that I brought a brand new hard drive from a store and the GPU is the only thing that is used. So somehow maybe the os is tied to the GPU. Also i contacted the previous owner and he had the right password.

Just not possible. GPUs don't have long term memory. They have firmware, but thats different than OS.
