Is this Normal?

Recently, my GTX 1060 6GB has been performing poorly, with small freezes in the middle of any game I play. I have a picture of my temps and usage at idle. Is this normal?

Lose the GPU Tweak II software and use MSI Afterburner or NVidia's supplied utilities.

That is a pretty high idle temperature, you should disable 0db like CutieFX said since it basically keeps the fan off till it hits the threshold. But with GPU Tweak II there was some issues with the 0db keeping the fans off.

Lucky for me I should be getting a job soon so I can finish my ryzen build and lay this rig off as a local NAS or minecraft test server.

I'm not convinced the GPU is idling since the GPU usage reading is 94% and power target is 73%. Assuming the two screenshots go together, and based on the information on the other screenshot, it's reasonable to believe they do.

You're right, if that is load temperatures then it's actually alright.

Yup, and the OP claims the GPU is idling, which it clearly is not. 

 

Not saying they're lying, but that we're not receiving enough information. Like, if they're running compute tasks in the background, or if the game is still in the background.
