relation between mobie processors and rom?

Is there any relation between mobile processors and custom roms that can be installed on it?

does processor type or company affect flashing?

Of course, and many other things, too. You can't just take a ROM intended for one phone and slap it on another, unless the ROM has specifically been designed to support both phones.
