They Are Billions.

Sounds like it would be right up your alley, it's a zombie survival/RTS game.

Is it bad?

Not that bad since the updates, just terribly flawed. Certainly wouldn't recommend it, if I had to uphold my reputation.

Know anymore that are first person and set in a post apocalypse sort of world

STALKER. I recommend the 3rd one (Call of Pripyat) with several mods. Listed in this guy's description:

Spoiler

Elex is a third person space RPG that might be post apocalypse. Their Gothic game is almost a third person fantasy apocalypse because a bunch of criminals are trapped in a force field magic sphere thing.

Do you want a story or any specific theme? If you're looking for fallout clones, there's not much. Especially in first person. Most are third person/management like This War of Mine, Sheltered & State of Decay.
I'd say Little Big Planet but those are just singular levels & on PS3.

Some people liked it; and the team patched in some of the requested things/promised features. For pure exploration, it's worth that if that's all you want to do.

Guessing Deadrising 1-4 are out of the question. I haven't tried it but "How To Survive" might be a good one.
Infestation the New Z was "The WarZ" renamed but is a free to play DayZ clone on Steam that's free. It had place-able objects since it came out basically.

TotalBiscuit (RIP) did a "Bore Z" review on it when it was The WarZ but I know little of the game since that occurred.

Savage Lands is a poorly rated game. I played very little of it but it's basically singleplayer viking Rust. (DayZ/Minecraft) The Resident Evil games (Umbrella Corps is another in the series) are pretty threatening. I liked Resident Evil 6 but I like singplayer games like that.
An old one would be System Shock 2. You're fighting like cyborg zombies sorta. I didn't get far. I died and gave up pretty early in the game.
Then just for kicks, Wolfenstein: The Old Blood said fk it, Nazi Zombies near the 2/3rds point in the game. You get a "Doom Super Shotgun" and just ... that becomes a thing before you fight a boring or frustrating (not difficult) boss fight that requires cheesing.

If you want a super challenge, the Dust Mod for Fallout New Vegas (requires all DLC but starter gear DLC) is near literally constant fighting. They also made Frost for fallout 4 (Requires special save files to start.) also requiring all content DLC. I haven't played it but I've been watching someone else play it. Another mod that's free (may not require half life 2) No More Room in Hell. They're working on a sequel, but I like to summarize it as a "realistic" left 4 dead. The extent of base building is the ability to place boards in doorways-that can be broken.

I'm basically out of recommendations now. Unless you want to play Metro Redux. The new game comes out this year.
