How well does the corsair h100iv2 cool a cpu under heavy load

Depends on how you look at things.

 

For one, the cooling performance of a CLC is dependent on fans used, room ambient temperature, pump speed, and coolant temperature.

 

A large-enough air cooler can cool just as well as most CLCs. The primary reasons why CLCs are so much more popular than tower air coolers with such ridiculous cooling capacity is the ease of installation and RAM compatibility, two things that most air coolers of such size lack.

 

That's not to say that air coolers are bad. I'm just saying it depends.

I live in an area with hot summers, would it be good for that?

You should be fine if you run your fans at a higher RPM.
