You can get like a hundred MHz overclock, with throttling, and very loud noise.

Depends on how much you overclock it. Perhaps the NH-D14 is a good and somewhat affordable option?

60$ is your budget for cooler. I searched online and people said the cooler master master liquid 240

when you overclock you are exponentially increasing the amount of heat your CPU is putting off.  cheeping out on cooling is THE LAST THING you should do in that situation.

 

I would stick to stock and save your money for a decent setup.
