I'm looking for a good 4k Monitor for my laptop, 4k for movies but a high refresh rate for video games like CS:GO or Overwatch

Budget, 4K and 120Hz+ don't really go together. 4K 120/144Hz itself is a very new thing to the industry, only currently supported by the Wasabi Mango UHD430 (which is 43" and $1400) and the ASUS ROG Swift PG27UQ (which is $2000).

Prices are in USD

The only 4k 144hz monitors are the Asus PG27UQ and the Acer X27. Though I wouldn't recommend preordering either until proper reviews come out. And also, neither are 'budget'.
