No. Video-editing is CPU based as well.

I've used both Premiere and Vegas.

Since I started with Camtasia and went to Vegas I'm so used to all keybinds/shortcuts that Sony offers now Magix.

Premiere is more fully featured but also requires a lot more RAM. I could fill my 32GB's easily back when my rig had that much.

 

To answer OP's question.

Yes you can go without a graphics card.

CUDA acceleration will help but getting a stronger CPU will help even more in most cases.
