I don't even understand what you originally asked, so no, or yes, depending on what you are asking

i need to get my website into a android app.

Why would you want to?

If you changed your website around (and provide the link here to it) then the app may not update to match...

the framework will wrap web tech (HTML CSS JS) into a native app environment

Not  sure what you mean by "native app environment" but it's still not an actual app. It's basically a website using service workers rather than accessing a server directly.

you can publish those to the app store https://medium.freecodecamp.org/i-built-a-pwa-and-published-it-in-3-app-stores-heres-what-i-learned-7cb3f56daf9b

A PWA (or progressive web app) is not actually a native android app. It looks and behaves like one, but at the end of the day, it's just a reskinned browser window. But it's usually sufficient for most intents and purposes, so I'd say it's OPs best option.

An alternative would be using a service like GoNative - which works (I've used it myself), but usually is either not free or branded in some way. OPs call.

75% of what I say is sarcastic

So is the rest probably

I dont recommend using free services, they usually inject some javascript or adverts. I think it's better to hire a team of professionals, https://www.infopulse.com/services/software-engineering/mobile-application-development/. A website development company always try to build mobile responsive sites. But it's up to you.
