For future reference, in steam you can click on the little steam tab in the top left corner, then activate product code.

I couldn’t find that. Only steam wallet code activation.

Hm, okay I just checked.

 

I usually use a skin on my steam and it looks like they changed some things. If you either go to games in the top bar or add a game on the bottom left you can activate a game code.

How old is your Steam account? Have you made any purchases from the Store? Valve has various restrictions in place to prevent abuse, this is the usual cause for missing features.
