if you are comparing it to an intel igpu its not even on the same level but yea pubg and fallout are going to be too much for it

Pubg has horrible optimization but you could play it at 720p with the 2400g. I honestly would expect fallout 4 to be too difficult as long as the settings are turned down.

I personally recommended getting the EVGA - GeForce GTX 1050 Ti 4GB SC GAMING ACX 2.0 Video Card and pair it with this https://www.amazon.com/gp/search/ref=sr_nr_p_36_1?rnid=386442011&keywords=refurbished+desktop&rh=n%3A172282%2Ck%3Arefurbished+desktop%2Cp_n_feature_five_browse-bin%3A7817224011%2Cp_n_feature_four_browse-bin%3A2289792011&qid=1526403290&low-price=300&high-price=350

here is an example video of how it would run

edit:I forgot to include a PSU you may wanna consider:https://pcpartpicker.com/product/TgW9TW/seasonic-power-supply-m12ii520bronze

The 1050 Ti will have the HDMI port, and let me relink you the PC since it brought you to the list and not the specific PC I was looking at https://www.amazon.com/Dell-Optiplex-Performance-Professional-Refurbished/dp/B07C47LT5F/ref=sr_1_5?s=electronics&ie=UTF8&qid=1526403823&sr=1-5&keywords=refurbished+desktop&refinements=p_n_feature_five_browse-bin%3A7817224011%2Cp_n_feature_four_browse-bin%3A2289792011%2Cp_36%3A30000-35000&dpID=51TT7Iu%2BceL&preST=_SY300_QL70_&dpSrc=srch
